English & Spanish, best way to develop site

My client and I are in planning stages for his medical website. He wants the option of clicking a button to see the site in Spanish. I see there are many translation apps, but I’m wondering if this is the best way? My client wants to provide the Spanish language himself, in which case, will I then simply create two versions of each page? Thanks.
