Entered svg code into function.php

What theme are you using? You’ll need to deactivate that theme – which will hopefully let you login again – then reinstall the theme.

You can find the theme here – via FTP or whatever file manager you are using –

wp-content
     themes
         your-theme- RENAME THIS FOLDER

I’m using the franklin theme, it wont let me into wordpress to deactivate it though.

You need to use FTP to access your site.

I put the code into the front end, into the functions.php. I’ve been in the FTP and cannot find where the code I entered is, I just want to go in there and delete it.

We cannot help you with the actual file problem – the theme you are using is not supported on these forums. Download a new copy of the theme and replace that entire file or compare yours to the new one.
