It mentions that recourse limit as reached. Earlier this problem used to occur occasionally and I assumed that it will sort itself out. However, now its pretty much permanent.
This is what it shows..
imageAlso in my cpanel when i checked the latest visitors,i am getting a lot of hits on my theme which is taking space as well…
image2I cant even access my admin page to disable plugins and play around with the settings. What do i do?

Try deactivating all plugins. If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, try switching to the Twenty Fifteen theme to rule-out a theme-specific issue (theme functions can interfere like plugins).
Hey, so yeah i did the above mentioned, turned out the site was getting a lot of comments, in thousands which evidently were bot generated. That could be a reason right?
I recently re-installed wordpress, added plugins in WP- Security, Disqus, Akisment to protect the site. The site was working good for sometime but now it went down again. Here is my .htaccess file, have a look.

I denied couple of ip addresses from the c-panel, these addresses were the ones which were spam commenting on the website. There seems to be an issue?
