error 403

Hi,
I used Tweet old posts without any problems – but it has stopped working ??
Now it only says: “OOPS!!! problem with your URL shortning service. Some signs of error 403.”
What does it mean, does it interfere with any other plugin, how can I reset it (I tried to change all the details, nothing worked)?!Thank you Doris
