As I understand you can not access your website. Is that correct?
If yes, please, do the following:
1. Log in to your Hosting Account.
2. Locate the folder of your website.
3. Delete the plugin folder “cleantalk-spam-protect” here:
? <WordPress-root-folder>/wp-content/plugins/cleantalk-spam-protect

Then install it anew:
https://cleantalk.org/help/install-wordpress
