Error adding new site

I have a license that allows 2 sites. I added a second site to the dashboard and copies the access key. When I inserted the key on the new site I received this message: SERVER_ERROR NO: 5 MSG: There is no access to add a new service and a note to contact tech service. Everything is installed and ready to go but the plugin will not work. We just launched this site and I need this active ASAP. Thanks for the help. My purchase invoice is 13579180. Thanks for your help.
