error after update

What kind of error?

2 errors after upgrading to Version 3.8.4.4
1o Removed the admin bar at the top within the administrative area
2o The new ads registered are not displayed on the site

2. How do you add your ads to your site?
Please provide useful information. If I have to ask and wait for every tidbit of the problem this will take days.

i can not turn on or off any plugin, everything is broken… can you provide a link to previous version so i could downgrade?
