    I understand this can be annoying.

    As you have mentioned about checking with a default theme, have you also tested the plugin conflict?

    If not, please deactivate all plugins except WooCommerce and then activate them one by one to see which one is causing the issue. As the problem is not found with my clean WooCommerce installation the problem must be coming from any of your plugins. More details on Themes and Plugin conflict check can be found here.
