Error code: ERR_CONTENT_DECODING_FAILED

I have recently begun using W3 Total Cache, set up by our one-time one developer. When I create new pages (using Optimize Press 2.0 version), new users receive this error message: Error code: ERR_CONTENT_DECODING_FAILED
Once they refresh, they are able to see the information.
What is the issue?
