This error is related to permissions directly on the Facebook Business settings.

Please double-check that your user has all the access to connect it with a site; here is more information: https://www.facebook.com/business/help/299504287548592?id=180505742745347/.

As this is not a plugin error, it is a settings misconfiguration on the Facebook Business Manager.
