Can you tell us what version of WordPress you’re running on?
Seems like wp_json_encode was introduced after v4.1.0.

I have the following message: “Fatal error: Call to undefined function get_plugin_data() in /home/content/89/11284489/html/wp-content/plugins/welcome-to-wordpress/resources/class.wtwp-upgrader.php on line 69” I have wordpress version 4.7–en_GB. I do not understand or do CSS code, please help

Seems like the fatal error is because if another plugin you are running “welcome to WordPress”.
Can you try deactivating/deleting that plugin?
