Your issues seem different. Rolling back to a previous version of WooCommerce without deleting the plugin can be done using a plugin like WP Rollback.
However, since you can’t access your dashboard and deactivate via FTP, you can download and upload an older version using FTP. This will only change the plugin files, leaving your settings as they are.
