I am sorry about the issue you are experiencing and I am happy to assist you with this.
There are a few reasons for this, and none of those reasons is specific to the W3 Total Cache.
Check the files/folder permission if it’s set to 755 – folders 644- files. Also, check if your server is out of disk space.
Please check this and also try uploading the plugin manually using a zip file.
Make sure that before you try another install to remove any content of the plugin in wp-content/plugins/
