Error Message help

Any idea what this message means?

Warning: is_dir() [function.is-dir]: Stat failed for /home/ambe/public_html/blog/wp-content/mu-plugins (errno=13 – Permission denied) in /home/ambe/public_html/blog/wp-settings.php on line 406

I believe my blog was hacked and then I tried fixing it, and messed it up more. lol So I deleted everything and tried reinstalling. I’ve got the blog installed, I believe (got a confirmation email) then I get this error message.
