The issue you’re describing could be due to various reasons. Here are a few things you could look into:
As the issue is intermittent, this might be related to the caching system on your hosting or caching plugin on your site. Please make sure to clear all of your caches and try again. Please also try enabling “Load form using AJAX” and “Prevent page caching on form pages” options under Edit Form->Behavior->Rendering

The other things to be checked;
– Make sure your API credentials are set up correctly. A typo in your API credentials can cause this issue.
– Check if the PayPal account being used is fully verified and unrestricted.
– The email you are using for PayPal might not be confirmed. Go to the PayPal account and ensure the email is confirmed.
– There may be a temporary issue with the connection between Forminator and PayPal. Try disconnecting and reconnecting.
– Plugin Conflict: There may be a conflict with another plugin. Try disabling other plugins except Forminator and see if it solves the issue.
– Make sure the currency set in Forminator matches that of your PayPal account.
– PayPal might have imposed some restrictions on your account. Contact PayPal support to ensure your account isn’t limited in any way.
– Ensure both Forminator and WordPress are updated to the latest version.
