    I am on PHP x64 7.3.11 on IIS, running FEEDZY LITE. I have both plugins mentioned in this error ENABLED.

You MUST have either the iconv or mbstring extension installed. Upgrading to PHP 5.x (which includes iconv) is highly recommended.
