Error messages not showing when submit button is pressed

I am having an issue where the error messages are not showing – I am using latest release.

So if you just click the submit button (adding no content to messages), the error message should show. All that is displayed is the error message border or background, no content.

This is happening on a site running WordPress 6.61 and one running 6.5.5.
