Error no shipping options were found

We have a customer from Bridgeport, CT and when she goes to the cart page and enters her address info, it says no shipping options were found.
I set the shipping options to debug mode and it says this, which seems to indicate that it found a shipping option:
Customer matched zone “United States (US)”We also have a free shipping option for orders over $25, and if she meets the minimum amount, it gives this message instead:
“Shipping to?XXX road, Bridgeport, CT 06604.“How can I fix this? TY!
