Error undefined has_block() on WP < 5.0.0

You’re right, since the last version a new feature was introduced, which checks if the legal documents published on your site are still in use. This function uses the has_block (gutenberg) function, but does not check if Gutenberg is active. Gutenberg was introduced in 5.0.

I have created a fix for this:

Please note that this is the 4.0 beta, to be released later this week.
