Error when I open the install.php file…

    Whenever i try to set-up my WordPress by opening up c:/web/wordpress/wp-admin/install.php, I get this error:

    Parse error: parse error, unexpected T_REQUIRE_ONCE in C:\Web\wordpress\wp-config.php on line 18

    I am running Windows XP Pro on my laptop (the server) with a Yonah dual-core processor & 1gb ram.
    I have Apache 2, PHP 5.16, and MySQL 5.0.24a.

    I am very new to Apache, PHP, and MySQL.
