ERROR: "You do not have sufficient permissions to access this page."

When I access my WP login screen I get a blank page with “You do not have sufficient permissions to access this page.”

The website displays correctly and I can see the WP very top menu with WP logo, icon for dash board and on the right “Welcome, ‘my username'”.

But my WP menus don’t display and I don’t see the dashboard (using “suevafree” theme).

None of the solutions I tried in this forum worked. (None of their symptoms matched mine exactly)

Any help or guidance would be appreciated. Thank you!
