    I have added a shipping zone called Europe and I want a flat rate for all of that zone, but in general, Ship to specific countries, there doesn’t seem to be an option for Europe and I will have to choose all the countries one by one.
    Is there a way to add a flat rate zone for all of EU?

    I am sorry I made this confusing. That is not where I have the problem, the problem is in Woocommerce – Settings – General where I have to choose Shipping (Ship to selected countries?) I have to find all the countries in EU one by one, even though the shipping rate is the same

    But the shipping rate will still be defined by the settings in the Shipping Zone as shown in https://cld.wthms.co/HmbUVz.

    What about is you set the “Shipping location(s)” to “Ship to all the countries you sell to” (in the General Options). Won’t this return the flat rate for all European countries?

    If I do that it will be possible to select any country from the drop down box, even though I do not ship to the whole world (but I sell digital products to the whole world) I do not want customers to think I ship to their country, that there is no price for shipping, might be a bug/error.

    I’m not sure I understand your last comment… especially with the “digital products”, which usually don’t have any shipping cost involved with them. Or are you selling a mix of digital and physical products?

    In any case, the “Sell to Specific Countries” doesn’t have an option for Europe, so you’ll need to select the countries one by one.

    Else, you’ll need to find a plugin that enables the Europe option for it, or customize the code to that effect. For code customization, you can find professional help at https://woocommerce.com/customizations/ .
