Event Tracking with Tag Manager Not fired

Hi!

I am trying to add tracking code to my fluent form. I followed the instructions from here: https://wpmanageninja.com/docs/fluent-form/miscellaneous/google-analytics-event-tracking-with-tag-manager/

1. I’ve created two tags: Custom HTML and send event to UA: https://a.cl.ly/NQuoGAYY

I think the custom code is not firing data-layer events

When debugged I gost this: https://a.cl.ly/E0uAQemd Tags reamained as Not Fired

please let me know what I am doing wrong…
