Exactly cropped image

Hi. What i must do to edit a thumbnail image with an exact size.

For example: i want a thumbnail big 220 x 310 px, cropped. so i set the options.

But id i edit the cropped thumbnail i not able to have the thumbnail of this exact size. Because if my selection it’s more big than 220 x 310px i’ll not have the thumb at that exact size.
