Excerpts and homepage

This would require quite a bit of customization, but is possible. You would want to use a plugin like Posts in Page to include the posts within the page. The plugin’s creator, Eric, and I helped a user do that in this forum post: https://www.ads-software.com/support/topic/post-in-page-4?replies=29

For the content above the posts, you could probably achieve it just with formatting in the post editor, or with the use of the free Page Builder plugin by Site Origin.
