Limit Orders is based on the total number of orders, and doesn’t delve currently try to classify whether or not an order should count against the limit.

I’ve left a more in-depth explanation (including some emoji match) over on the corresponding GitHub issue, as well as some suggestions as to what you may be able to do to get this working for your client.
