Exclude rule deleted but still seems to be operating

I added a rule to exclude /*jetties*/ pages from the cache. This seemed to work, but I decided to take a different approach and just reload the cache with a scheduled preload in cron when a page is updated.

My issue now is even after deleting the exclude rule, and removing and re-adding the plugin, it looks as though this rule is still kicking around somewhere. The /jetties/ page and all pages underneath it are still being excluded from the cache.

Is there any way to remove the old plugin installation completely by deleting folders or database entries?
