exclude tax in admindashboard

I want customer pay tax include price, but fulfillment company use tax exclude price for order fulfillment.
Customer pays: product price is 70$ + tax is 15% = 80.5 $fulfillment plugin must show 70$ in receipt to custom.

I understand that you want your customers to pay the tax inclusive of price but tax should be excluded from the price since the fulfillment plugin needs the product’s base price, correct?
As a first step, please make sure to display prices on your shop – VAT Exclusive.
Then, add the tax rate under any of the tax classes. For my example below, I am using the Standard Rate of 20% for US.
On your cart and checkout pages, this is what you’ll see. Tax (US Tax in my example) is added separately:
Checking WooCommerce > Orders, this is also added separately as well, hence, your order fulfillment plugin would be able to extract the product’s base price from here:
