Exclude Users?

do you mean user accounts?
For staging creation or pushing a staging site, this is possible by using these filters we have here:

https://wp-staging.com/docs/actions-and-filters/#Exclude_Rows_From_Pushing_Copy_Only_Specific_Rows

You have to use adjust that query and then can add the filter into a mu-plugin or use the wp staging hooks plugin.

For backup creation, this is currently not possible, but it’s such a good idea that we will discuss if we should add it as a feature.
