Expanding the post excerpt

I can shorten it but how about expanding?

I tried

<?php echo substr(get_the_excerpt(), 0,500); ?>

but it only works to a certain limit. The reason I’m not using the_content is to disable formating and post images. Is there any way to achieve this?
