experienced WP developer wanted!

We have a static php website that we would like converted into wordpress. There is some functionality that may be hard to reproduce in wordpress, hence we want someone experienced to tell us what is/is not possible and then go ahead and develop it for us. Is there a developer network out there that I can post this to?

Website brief:
1) home page – slider with page menu bar + 3 tiles below slider. It is important that the page adjusts dynamically to the screen such that the menu bar and tiles are displayed on all screens (at the bottom of the screen.
2) Other pages – menu bar + 3 tiles needs to show on all sub pages. The menu bar and 3 tiles need to be at the bottom of every page, regardless of screen size.
3) Google map interface – we can provide existing website code but would need to be advised if it is possible to interface with a wordpress theme.
