Explain every cookie a bit better

The “Compliance and Behaviour” page needs another (optional) column named “Cookie Description”. This description should be shown in the opt in dialog when the user is hovering or even clicking on the given cookie row.
The reason is that the short title is often not sufficient to carry the complexity of a cookie needed to be set. Here is an example text which might be useful for a “external media” cookie setup:
“Content from video platforms and social media platforms is blocked by default. If cookies from external media are accepted, access to this content no longer requires manual consent.”
If the Cookie Description is not present, it should not be shown. But if entered, it will be very useful for any website owner and also users. Because often users are having hard times to understand the reasons for a specific cookie or a group of cookies.
