export data out of sequence

I have a form with 20 checkboxes. The exported file does not maintain the order of the checkboxes in the same sequence as they are in the form. The check boxes that are selected are at the beginning of the file and apart from the unchecked boxes.
The order of the data changes depending on the checkbox selection, which means the spreadsheet has columns in a different sequence each time the form is exported.
I can’t use Flamingo because of this.
