Export not working on my site and staging site

So export is working but not working on my site and staging site which are hosting on the same server. The CSV file downloads and won’t import to any woocommerce site.
It says –
Sorry, this file type is not permitted for security reasons.
every time
but my local hosted testing site doesn’t have this problem, exports from it can be uploaded just fine. I have messed with all the plugins and switched the theme on all of them to twenty seventeen but I can’t replicate the issue on my local hosted site. And with all the plugins disabled on the staging and production site, I can’t get the issue to stop with woocommerce’s built-in export. I had an issue where the setting on the server were changed earlier this week and I couldn’t upload pictures and had to change the permissions of my folders to fix this. Can something have changed to interfere with woocommerce’s built-in export? if so can I fix it? godaddy likes to say it’s my fault just like supposedly the upload folders permissions needing to be changed was. if it’s not are there any steps I can do to troubleshooting other than disabling all plugins and switching to twenty seventeen?
