In my case, a security plugin was interfering. I forgot to use standard trouble-shooting; deactivate one plugin at a time!

i have tried everything stated in this thread and i still have the same error ‘Done creating an empty archive.’, even after installing the version (https://www.dropbox.com/s/wgcwlx9b1eyh7gs/all-in-one-wp-migration.zip?dl=0) update!

Unfortunately I was unable to resolve this matter and had to resort to an alternative plugin.
Support from Pim Jitsawang was excellent though.
