The pictures you provided look like they’re showing one sample with an address included and the other without. It seems like what you’re saying, though, is that people aren’t getting their email at all..??

Ok, with digital products the user could be simply specifying that shipping is not required and then PayPal wouldn’t provide it to the site.

Do you have logging enabled in the Express Checkout settings? Please do so, then run another rest and send me the log that gets saved at /wc-logs on the web server root.

So that should be getting saved with the order. It’s possible there’s an issue in WooCommerce with the special characters in that address value, though.

Are you sure the users are going through the checkout form? Do you have the Express Checkout button showing on products pages, the cart page, or the top of the checkout page?
