Fail to add new user

I tried to add new user as administrator to my page, but the new user never receives any email regarding the new account.
I clicked on the “Send Reset Link” button on the profile page, but the alert “Error: The email could not be sent. Your site may not be correctly configured to send emails. Get support for resetting your password.” popped up. What have I done wrong?
