FAILED orders

Customers call in that they get a general error message and cannot place orders. We get a failed order with the note: “Couldn’t process order”. Not much else.
First the just the simple Paypal payments were activated I believe then customers got errors but the order didn’t even come through, but then I activated the credit card payments hoping that will work better but now I am getting all these failed orders. Someone mentioned on other threads that if someone is using a DEBIT CARD with CHROME they get failed orders. If they use a credit card it works. Or if they use other but Chrome even with a Debit card that works. I don’t know this because I haven’t tested it but I can imagine this happening since some of the orders do come through.The page I need help with: [log in to see the link]
