Failed to fetch the feed from… because of a client error with code 403 Server

My new client is having problems with RSS failing to return feed. The feed tools log is givine a 403 error message with “you don’t have permissions” message. The feeds are failing to validate with or without the force checked or the useragent changed to “wordpress”. (I have tried both of those possibilities). When I try to validate the feed I get the following from W3 : “`Recommendations

This feed is valid, but interoperability with the widest range of feed readers could be improved by implementing the following recommendations.

Your feed appears to be encoded as “UTF-8”, but your server is reporting “US-ASCII”`”
