Failed to load resource…status of 503

After installing the plugin I can see that the plugin is trying to work but I get an error:
“Failed to load resource: the server responded with a status of 503 (Service Unavailable)”
The resource is:
https://www. [my-domain] .com/?sccss=1&ver=3.9.1
MIME Type: text/css
Resource Type: StylesheetIt’s just this plugin. Any suggestions?
