    The TRANSACTION_REFUSED response from PayPal typically signifies a regular decline. It doesn’t usually point to an integration or technical issue but suggests something is questionable with the buyers’ card or PayPal account.

    As it was a card in this case, the buyer may want to reach out to their bank to clarify if they received the charge. They may also need to reach out to the PayPal customer support to clarify the decline if there are no records at the bank.

    PayPal decides when transactions might be refused, which cannot be directly controlled on the plugin level. In the Advanced Card Processing gateway settings, you can only configure when 3D Secure should trigger. There also is an optional feature in the Connection tab of the PayPal Payments settings called FraudNet. In some cases, this may help PayPal to improve its fraud detection capabilities and reduce “incorrect” declines.

    Beyond this, all you could do is reach out to the PayPal Merchant Support to request more details about the best ways for you to reduce decline rates when using Advanced Card Processing.
