I would recommend you have an address validator so that you can confirm that the customer submitted address is real before allowing the customer to complete a purchase.

I understand your concern, one solution which may work is just force shipping to the billing address.

You can be achieved from WooCommerce > Settings > Shipping options .

Alternatively, you can use an address validator extension as mentioned above.

I should note that all extensions sold on WooCommerce.com have a 30-day refund policy. If the product doesn’t work the way you need it or you think another product would work better, we are more than happy to provide a full refund.

If the billing address doesn’t match the one in the payment method, there’s a good chance the transaction will be declined.

That said, if this doesn’t work with the payment method/gateway you’re using, you can check the address validator extension linked above.

Just to clarify my problem.
The person has both the same addresses in billing and shipping.
He lives in ‘La Reunion’ a french departement.
He filled the billing fields with his details including country ‘La Reunion’.
He toggled the checkbox to change his shipping address. He kept all the details the same as billing and he changed the country from the dropdown from ‘La Reunion’ to ‘France’ which is widely cheaper. And it works.

Woocommerce didn’t say anything. That’s my problem.
Now, I’ve forced the shipping address in Woocommerce > Shipping > Options.

If you have a solution for this.

If I understand you correctly, the customer changed the country from La Reunion to France, right?

Can you please share with us a screenshot of your Shipping Settings that you can find under WooCommerce > Settings > Shipping?

Hi,

I understand that the billing address is La Réunion, and the shipping address is changed to France. I understand La Réunion is a department of France.

Checking on my end, I could see the following:

• Shipping to La Réunion:
  Collissimo OM1 19.30 EUR

• Shipping to France (Paris):
  4.30 EUR

I understand the shipping address is the same, only the country is changed (Assuming La Réunion as a country in this case).

Is this happening with many customers, or only one specific customer? If only one customer, I recommend contacting the customer, explain the situation that it is not possible to ship the item this way, and cancel and refund the order.

An alternative, to try this premium extension called: Colissimo Shipping Integration, it is able to calculate worldwide or France domestic rates.

This happened one time. But the shipping to ‘La Réunion’ was much expensive because of the product that had been shipped and the volumetric rate (150 to 200€) . And the customer paid about 40€ from what I can remember. Yes, one way is to call the client, I agree , and see with him. But we know he’s a scammer and he discovered the flaw.
We use the free Colissimo plugin, and the one you showed me could perhaps do the job, to see…
By the way, do you know if this Colissimo paid plugin manages the volumetric weight/price ?
