False positive when core updates are disabled

The [Disable WordPress Core Update plugin](https://www.ads-software.com/plugins/disable-wordpress-core-update/) disables updates entirely, but with this active the Update Tester screen still reports “This site is able to apply these updates automatically. Cool!”.
Another test should be added which checks that the
wp_version_checkfunction is hooked to thewp_version_checkaction.https://www.ads-software.com/plugins/background-update-tester/
