Fatal error

I tried installing the plugin. When tried to activate I get the following message.
Fatal error: apc_clear_cache(): apc_fcntl_lock failed errno:6 in C:\…\plugins\better-wp-security\core\class-itsec-lib.php on line 66
I tried to go to the plugins page to uninstall, but got this error:

Therefore, I renamed the better-wp-security folder.
But…
There are several plugins I can no longer manage. It seems like the botched installation introduced some changes and I cannot roll them back.
Among the two I cannot longer manage are s2member and si-captcha giving the following errors.
“You do not have sufficient permissions to access this page.”
