You are using the an XAMP localhost, I would say if you could try also MAMP for Windows, which normally is better.

So from the looks of your ScreenShot your local installation cannot reach the www.ads-software.com repository files, which I cannot solve for you unless you can change the XAMPP to another localhost Application.
