Fatal Error

I installed this plugin and encountered the following error:
Fatal error: Call to undefined function add_action() in /home/u230658498/public_html/wp-content/plugins/wordpress-gzip-compression/ezgz.php on line 35

Also, I looked into tools section and found the following:
Oops! Something went wrong ?? It could be that you are on a local development environment, or that we couldn’t contact checkgzipcompression.com
