Re-upload you WP core files. It looks like something is missing or corrupt.

I already tried that.

found and solved:

during the upgrade, the locale.php file (wp-includes/) was 0 bytes of size. I reupload a clean file from my hard disk and I could do the upgrade with no problem this time. Hope it helps
