Fatal error after installing

Running wordpress 3.8.3. and tried to install when I get this error when trying to go to my theme options:
Fatal error: Call to undefined function reset_mbstring_encoding() in /home/bitbar5/public_html/thenextlevelinc.ca/wp-includes/class-http.php on line 194
Is there a way to remove the changes?
