fatal error after trying to deactivate a plugin

  • The wordpress files are in https://pennyrosenwasser.com/dec2016wp/

    I clicked to deactivate W3 Total Cache and my site went down with the white screen and this message in the admin area:
    Fatal error: Call to undefined function nocache_headers() in /home4/penro/public_html/dec2016wp/wp-admin/admin.php on line 36

    And this message on the front end:
    Fatal error: Call to undefined function wp() in /home4/penro/public_html/dec2016wp/wp-blog-header.php on line 16
