Fatal error: Call to undefined function

    Hi There,
    I was trying to install the latest version of wordpress and now I am unable to get back into my admin page. It appears that I am still logged in but that I need to fix a function.

    This is the error I got.

    Fatal error: Call to undefined function is_rtl() in /home/thebre7/public_html/wp-includes/general-template.php on line 2102

    I have gone back into my FTP but could not find the function they are referring to. I need to know how to fix it so that I can get back into my admin page and continue making changes.
